CHAMPVA Health Coverage: What Surviving Family Members Need to Know

The Civilian Health and Medical Program of the Department of Veterans Affairs (CHAMPVA) is a comprehensive health care program for eligible spouses, surviving spouses, and children of certain veterans. For many families, CHAMPVA serves as an essential safety net for medical expenses.

What Is CHAMPVA?

CHAMPVA is a health benefits program in which the VA shares the cost of covered health care services and supplies with eligible beneficiaries. It is similar in some ways to TRICARE, but it is designed specifically for the families of veterans who are permanently and totally disabled or who died as a result of a service-connected condition.

Who Is Eligible?

You may be eligible for CHAMPVA if you are:

• The spouse or child of a veteran who has been rated permanently and totally disabled for a service-connected disability
• The surviving spouse or child of a veteran who died as a result of a service-connected condition
• The surviving spouse or child of a military member who died in the line of duty

Generally, you cannot have CHAMPVA and TRICARE at the same time. Surviving spouses who remarry before age 55 lose eligibility, while those who remarry after age 55 may retain it.

What Does CHAMPVA Cover?

CHAMPVA typically covers:

• Doctor visits and outpatient care
• Inpatient hospital care
• Mental health services
• Prescription medications
• Durable medical equipment
• Skilled nursing care

In most cases, CHAMPVA pays approximately 75% of the allowable cost for covered services, and you are responsible for the remaining 25% (subject to an annual catastrophic cap).

How to Apply

To apply for CHAMPVA, you will need to submit VA Form 10-10d along with documentation showing the veteran's disability rating or cause of death, your marriage certificate, and birth certificates for any dependent children.

Important Distinction

CHAMPVA is not the same as VA health care, which is provided directly to veterans through VA medical facilities. CHAMPVA is specifically for eligible family members and allows you to receive care from civilian providers.
